Loi n° 2007-017 du 6 juillet 2007 portant code de l'enfant defines a child as any human being under eighteen and, in its provisions on recreational and cultural activities, prohibits any programme likely to harm a child's physical, mental or moral development, including a programme with pornographic content or one inciting violence; its stored text, read for internet-, online- and digital-service-specific provisions, contains none, and the prohibition addresses a broadcaster's programme content rather than imposing an age-verification or age-gating duty on an online service.
Loi n° 2018-026 du 07 décembre 2018 sur la cybersécurité et la lutte contre la cybercriminalité criminalises producing, importing, exporting, possessing, or facilitating a minor's access to child-pornography images by computer means, and separately criminalises exposing a minor to pornographic content, but each of these is a criminal prohibition addressed to the individual offender rather than an age-verification duty imposed on a service provider.
