National jurisdiction · as of 2026-09-05

Somalia has no adult-content age-verification law, social-media minor-access restriction, app-store age-verification requirement, or age-appropriate design code. The Council of Ministers approved a Child Rights Bill in August 2023 and referred it to the Federal Parliament, but no source shows it enacted, and its stated aim is a general framework for children's safety, care, and development rather than a digital age-verification or age-gating duty.

The Data Protection Act, Law No. 005 of 2023, sets an age of sixteen (or thirteen if the Authority so provides by regulation) below which a data controller must obtain a parent's or legal representative's consent before processing a child's personal data for an online service; that threshold governs consent to data processing, not access to content or a platform, and is coded under the privacy topic rather than here.
