Paraguay
Paraguay has no adult-content age-verification law, social-media minor-access restriction, app-store age-verification requirement, or age-appropriate design code. Ley N° 4439/2011 amended the Código Penal to criminalize producing, distributing or possessing child-pornography material (art. 140), but that provision punishes the conduct of producing and circulating such material rather than imposing an age-verification or age-gating duty on the operator of a service.
Ley N° 1680/2001, Código de la Niñez y la Adolescencia, sets Paraguay's general framework of rights and protections for children and adolescents and, in its chapter on restrictions for establishments serving minors, bars physical venues that sell alcohol, tobacco, fireworks, pornographic materials, harmful video games or unfiltered internet access to children from operating without security controls, but that duty runs to the physical establishment rather than to an online service, and no provision of either law requires a website or app to verify a user's age before granting access to content.
