National jurisdiction · as of 2026-09-05

Panama has no adult-content age-verification law, social-media minor-access restriction, app-store age-verification requirement, or age-appropriate design code.

Ley No. 285 de 15 de febrero de 2022, Que crea el Sistema de Garantías y Protección Integral de los Derechos de la Niñez y la Adolescencia, is Panama's general child-protection framework statute; its implementing Decreto Ejecutivo of 29 November 2022 builds the statute's institutional governance structure (a national council, provincial and municipal committees, and a case-management unit) and carries no internet, online-service, social-media, digital-verification, or pornography-specific provision.

The Código Penal's computer-crimes chapter (arts. 289-292) criminalizes unauthorized access to and interference with a database, network or computer system, and its aggravating circumstances run to public offices, public-service providers and financial institutions rather than to a minor's age or an operator's duty to verify one, so neither provision imposes an age-verification or age-gating duty on a service provider.

Ley No. 16 de 2004 on commercial sexual exploitation is identified as a lead for this jurisdiction but is not verified against a primary source, and is reported as an open gap rather than a checked absence.
