Namibia has no adult-content age-verification statute, social-media minor-access restriction, app-store age-verification requirement, or age-appropriate design code. The Combating of Immoral Practices Act 21 of 1980 criminalizes a sexual or indecent act with, or the solicitation of, a child under the age of sixteen years, but this is a general sexual offence rather than a duty on a service to verify a user's age or restrict a minor's access.

The Communications Act 8 of 2009 lets the Communications Regulatory Authority prescribe a broadcasting code governing a licensed broadcaster's news coverage, journalistic ethics, and content standards, and separately makes it an offence to transmit an obscene or indecent communication by telecommunications device knowing the recipient is under eighteen years of age, but neither provision imposes an age-verification or access-restriction duty on an online service.

The Child Care and Protection Act 3 of 2015 restricts publication of a child's identity in children's-court proceedings and of an advertisement for the placement, adoption, or surrogate-mother arrangement of a specific child, but contains no provision addressing an internet or online service's duty to verify a user's age or restrict access to material harmful to children.

No classification, age-restriction, or admission duty for a film or online service was found in the Namibia Film Commission Act 6 of 2000, which establishes the Commission's promotional and funding functions rather than a content-classification regime.
