Cambodia has no adult-content age-verification law, social-media minor-access restriction, app-store age-verification requirement, or age-appropriate design code.

The Law on Telecommunications (Royal Kram NS/RKM/1215/017, 17 December 2015) sets the sector's purposes as effective, safe, and affordable telecommunication infrastructure and services and the governance, regulation, and revenue mobilization of the telecommunications sector, and its text names no minor, child, or age threshold anywhere.

The Law on Suppression of Human Trafficking and Sexual Exploitation (Royal Kram NS/RKM/0208/005, 15 February 2008) defines child pornography as a visible material depicting a minor's naked figure that excites or stimulates sexual desire.

Its Article 41 punishes any person who distributes, sells, produces, or possesses child pornography, a general criminal prohibition binding any person rather than an age-verification or access-gating duty addressed to an online service, publisher, platform, or distributor.

Inter-Ministerial Prakas No. 170 on Publication Controls of Website and Social Media Processing via Internet (28 May 2018) requires the Ministry of Posts and Telecommunications to require internet service providers to install surveillance and filtering software to block social media accounts and pages that publicize illegally, and requires the three ministries to shut down websites and social media pages whose content undermines national defense, security, relations with other countries, the economy, public order, discrimination, or national culture and tradition, naming no minor, child, or age threshold anywhere and gating on the category of content rather than a viewer's age.

The Sub-Decree on the Establishment of the National Internet Gateway (Sub-Decree No. 23 ANKr.BK, 16 February 2021) creates the gateway to facilitate and manage domestic and international Internet connections in order to strengthen national revenue collection, protect national security, and preserve social order, culture, and national tradition.

Its Article 6 directs gateway operators to cooperate with the telecommunications regulator in blocking and disconnecting network connections that adversely affect national revenue, safety, social order, dignity, culture, tradition and custom, a general blocking mandate rather than a duty gating access by a viewer's age.

Its Article 12 requires telecommunications operators connecting to the gateway to have their users complete applications and provide clear identification under applicable regulations, an identity-verification duty rather than an age-verification one, and none of the Sub-Decree's twenty articles or two annexes names a minor, child, or age threshold.
