Djibouti has no adult-content age-verification law, social-media minor-access restriction, app-store age-verification requirement, or age-appropriate design code. The Digital Code (Loi n° 019/AN/23/9ème L portant Code Numérique), Djibouti's comprehensive personal-data and digital-services statute, carries no age-gating or age-verification duty.

Loi n° 2/AN/92/2e L du 15 septembre 1992 relative à la liberté de communication, the framework broadcast-and-press licensing law, regulates production-company licensing, ownership, and a director of publication's qualifications, without a content-labelling, scheduling, or age-verification provision addressed to broadcasters, distributors, or platforms.

Loi n° 97/AN/20/8ème L relative à la liberté de la communication et de la déontologie de l'information, which amended the 1992 law and Loi n° 187/AN/07/5ème L on press staff regulations, Article 21, directs journalists to be particularly attentive to the rights of persons unfamiliar with the media and persons in a fragile situation such as minors, victims of violence, accidents, or attacks, a professional-ethics duty of care addressed to individual journalists rather than an age-verification or access-control duty on a distributor or platform.

Loi n° 95/AN/15/7ème L portant code de Protection juridique des mineurs is a juvenile-justice procedural code (arrest, detention, mediation, and courts for minors); its Article 88 states a general State duty to take appropriate measures, so far as possible, to prevent children from being compelled into sexual activity, exploited for prostitution, or exploited for producing pornographic performances or material, without addressing an online service's age-verification or access-control obligations.
