Andorra
Andorra has no adult-content age-verification law, social-media minor-access restriction, app-store age-verification requirement, or age-appropriate design code.
Llei 14/2019, del 15 de febrer, qualificada dels drets dels infants i els adolescents (the Qualified Law on the Rights of Children and Adolescents), Andorra's general children's-rights statute, directs public administrations to protect children from harmful or pornographic content and to promote safe use of new technologies, but it imposes no duty on a service provider to verify a user's age before granting access to adult content, no minor-access restriction on a social-media service, and no app-store or design-code duty.
The qualified Penal Code (Llei 9/2005, del 21 de febrer, as consolidated) criminalizes producing or disseminating child sexual abuse material and using the internet, social media, or other technology to solicit a minor, but these are content and conduct offences addressed to an offender rather than age-verification or age-gating duties addressed to a service provider.
